While the DMC EDA budget will rise from $3.5 million this year to more than $3.7 million next year, the city will contribute $122,000 less and Mayo Clinic's contribution will increase by $337,000.

Funding stream explanations

I was asked by a friend to give my observations on what might be done to transform DMC operations from good to great. Here are my thoughts using a SWOT matrix.

At least one notable checkpoint was met, from last Thursday's cancelled DMC Board Mtg.  The DMC Development Guide draft was made available.

It has been clear to openBEAM.net for some time that the DMC Project Application Evaluation process needs to get better. The process should aim to be transparent, accountable, responsive and predictable (TARP). 

Looking at the October/November/September status report to attempt to reconcile its accomplishments with the September status report's Major Tasks, a number of things have moved along nicely. However,

In the September report, EDA had the goal:

" a complete funding program for DMC public infrastructure projects"

".... finalize the Development Guide ... "

Those activities appear to be either behind schedule or were meant to be accounted for in the November board meeting.  A better accounting of month to month progress may be in order.
