It is shocking that the administrative costs will be $4.2 million each year. This amount of administration seems enormous. I doubt that a private business, which is required to pay its own bills, would allow the planning and administration costs — not the implementation or hard costs of infrastructure — to balloon to this level. 2015-06-01T15:42:24Z Document
